Time was California was silicon valley, the hi- tech mecca of the world. Fading fast. Hi-tech needs cheap energy and California is allergic to cheap energy. Natural gas power plants are clean, efficient, and economic. But that’s not good enough for California. Chicago Boyz reports that:

The California Water Resources Board has ruled that 19 natural gas power plants, located in coastal areas, are in violation of the Clean Water Act for using a technique called “once-through cooling.” According to this article, it appears that this ruling will result in the shutdown of most of these plants.

Pretty soon, we’ll be calling California “Detroit West”.

Compare with Texas. This stupidity would not happen in Texas.
